A series of resident disappearances occurs at a Kyowakai-owned apartment in Kabukicho, Shinjuku, home to many people with complicated backgrounds. Nakajima (Yoshimi Tachi) volunteers to investigate, and Tamura (Yoshiyuki Yamaguchi), uneasy about sending him alone, orders Saito (Katsuya) to accompany him. Despite searching Kabukicho, they find no solid leads. Meanwhile, Nakashima heads into Kabukicho alone under the guise of patrol, hiding a personal motive. Just then, an unknown number calls Nakashima’s phone…
